Public-private partnerships and concessions are widely recognised as an efficient business model to overcome financial shortcomings in public sector capacities to ensure the operational effectiveness of public infrastructure. For this reason, private sector participation in major infrastructure projects has increased in recent years as governments look to improve project efficiency, share risk and finance projects.
Structures such as public-private partnerships (PPP) and concessions offer the private sector the opportunity to modernise, build, operate and maintain public infrastructure while offering an acute understanding of business, profitability and sustainability to the public sector and wider community. However, in Serbia, this practice has not been widely used and market participants generally lack relevant sources of information, interpretations of legal regulations and precedents from which to draw on.
