“Transparent Public Financial Management and Citizen Participation: Local Public Procurement”
Within the framework of the project “Enhancement of Municipal Audit for Accountability and Efficiency in Public Finance Management”, a UNDP-sponsored event titled “Transparent Public Financial Management and Citizen Participation: Local Public Procurement” was held in Vrdnik (Premier Aqua Hotel) from 22 to 24 May 2019. The event was attended by representatives of local self-governments, as well as representatives of civil society organisations and the media who deal with public financial management and public procurement.
Aleksandra Litričin, attorney at law and public procurement expert, presented on topics of redress in public procurement procedures under the currently applicable Public Procurement Law and the novel arrangements in the same field under the draft new Public Procurement Law.
The aim of the presentation was to highlight certain specific aspects of the existing appeals procedure in public procurement, i.e. the redress procedure, which is similar in many ways to a court proceeding, as well as to highlight specific aspects of conducting that procedure and the competences and internal organisation of the institutions relevant to this procedure. Aleksandra also presented the similarities and differences between the existing Law and the new Draft Law regarding protection of rights, explaining the positive applications the new Law should enable and the potential uncertainties those new provisions could cause in practice.
Apart from Aleksandra, attorney at law Saša Varinac also gave a lecture at the event in connection with the Draft Public Procurement Law.
