Fifth meeting of the SCTM Public Procurement Network

The fifth meeting of the SCTM Public Procurement Network was held on February 24, 2021, and the following topics were on the agenda: uniformity of public procurement, presentation of the “Guide to Public Procurement in the Field of Social Protection” published by the SCTM, as well as the most frequent doubts of contracting authorities local self-government units regarding Law on Public Procurement. The meeting was attended by 77 participants from 51 local governments.

Within the last item on the agenda of this meeting, the most frequent doubts in the application of the Law on Public Procurement were pointed out, ie the most common questions that the SCTM received from local self-governments through the e-Question service. Presentation referred to application of Article 35, paragraph 4 of the LPP, issues related to the procurement of social and other special services, changes in contracts for additional works, reliance on the capacity of another, changes to the procurement plan, etc. Branimir Blagojevic and Aleksandra Litricin, experts in the field of public procurement, spoke on this topics.

The meeting of the Network was realized within the project “Institutional support of the SCTM – third phase”, which is supported by the Government of Switzerland.
