Anticipated Effects and Needs
After the enactment of the new Law, and especially until its effective date, which is expected to be reasonably delayed, we anticipate intensive demands for education of all those who directly implement or are involved in public procurement procedures. These include employees in public administration bodies and institutions vested with specific powers pertaining to public procurement, as well as the media and the civil society, who will have a critical role in monitoring compliance with the procedures and execution of contracts.
Furthermore, all contracting authorities will have to prepare properly for the application of the new Law by drafting model bylaws, procurement documents and tender dossiers for various public procurement procedures and different supplies. In addition, all bidders will have to familiarise themselves with the new arrangements for participating in public procurement procedures, the new methods of compiling bids and bidding, the changed procedure, timeframes and rules of the redress procedure that are available to them whenever they identify breaches of the public procurement procedure and expert evaluation of bids, as well as contracting in certain situations.
